13. Headruarters in the Naval Dockyard offer advantages
(a) Closer association with the Royal Navy with attendant
training advantages.
I an conscious that close association has been rendered
difficult mainly by reason of the fact that Cornflower is
noored some distance from the Naval Dockyard.
(b) Close proximity of the Naval Dockyard to the centre of the
city.
The comparative inaccessibility of Cornflower has not
affected attendance of officers at drills. I fool, however,
that if the Headquarters were more central officers would
be afforded added inducoment to use them during stand-off
periods. As against that the Ratings, recruited mainly
from the Causeway Bay area, would have further to travel.
14. Headquarters on Kellet Island offer advantages
(a) The Island is within convenient communication range of the
Naval Dockyard, is accessible by water and perhaps in 1941
will be accessible by Causeway.
(b) It is a small target for bombing acroplanes.
(c) It is alongside a typhoon shelter.
(d) Hoorings are already laid close-by.
(e) It is the Headquarters of the Royal Hong Kong Yacht Club -
a source of recruitment of the Force.

15. Constant practice in the difficult waters surrounding Hong
Kong and experience of the climatic conditions prevailing therein
are required before an officer can become a competent Pilot or
Officer of the Watch.
16. If possessed ofasua-going ship the Force would engage in
Pilotage, Minesweeping and Communication Exercises and, concurrently,
it would exorcise the Minewatching Branch stationed on shore.
